Late Tuesday, the House of Representatives approved a bill to extend payroll tax rates, reform entitlement spending and approve construction of the Keystone Pipeline from Canada that experts say would create tens of thousands of jobs. But Senate Democrats and President Obama say the bill is a non-starter. So what happens now? Where are House Republicans ready to find common ground?
